Once it's running.
A new hire gets assigned a packet, and at any point you can open it and see what's done and what's still out, form by form. Nobody has to be reminded, because the process does that. An application arrives complete from somebody who almost didn't bother. A pay change goes to all three people on the path that kind of change takes, in the order it has to go, and gets back to payroll before the cycle closes. When a complaint comes in, every step after it is on record, including what was done about it.
All of this, and all anyone does is fill out a form. That is an HR office where the work moves and nobody carries it.
